He has yet to develop the cognitive ability to understand the societal expectations of feces. As Winston explains, "2 year old 'normal' kids play around with their own shit." Jerusalem, a particularly understaffed location, keeps the more severely disabled population behind bars to prevent them from getting into danger. "It's better than them dying on the street. Even here, we can't watch them the entire time."
